摘要：营商环境是影响企业发展的重要组成部分。由于市场环境的改变，企业的经营必须遵守相应的法律法规，但是，很多企业没有足够的资源和能力去维护营商环境。近年来，随着中国经济的发展，营商环境也受到了越来越多的关注。本文旨在探讨如何培养改善营商环境的经营伦理，以中国企业为例。首先，本文从政府和企业的角度探讨了企业应当如何维护和改善营商环境。其次，本文提出了一些改善企业经营伦理的对策，包括建立企业责任制度、宣传企业经营伦理价值、改善企业文化和管理环境等。最后，本文总结了改善营商环境的思路，并提出了改善营商环境的建议。

With the change of market environment, enterprises must abide by the corresponding laws and regulations, but many enterprises do not have enough resources and capabilities to maintain the business environment. This paper aims to explore how to cultivate and improve the business environment of ethics, taking Chinese enterprises as an example.

The Government and Enterprises' Responsibility

First of all, from the perspective of government and enterprises, this paper discusses how enterprises should maintain and improve the business environment. On the one hand, the government should strengthen the supervision and implementation of laws and regulations, improve the management mechanism of the business environment, and provide more support and assistance to enterprises.
